    1965～1970年，体育事业经费很少，每年下拨的经费大都在10万元以内 (包括各
县、区体委的费用) ，人员工资均在行政经费中支出。1971年，全年经费15.5万元。
1980年，全年体育经费增加到61.2万元。同年，又实行地方经费包干切块管理，市财
政部门在保证省拨款基础上，根据体委实际需要适当增减，除承办省级比赛经费由省
体委拨给外，其他一切经费均由市财政拨款(大型基建经费由省、市共同拨款)。1990
年，地方财政下拨的体育经费为427.2万元，比1980年增长近6倍。
