清末，地方财政支出，除按规定上解款外，存留部分主要用于政务费。民国时期，地方支出有行政经
费、教育经费、建设费、救济准备金等。
    新中国成立后，国家财政性质发生了根本变化，地方财政支出大部用于经济建设和文教科学卫生
事业。1950～1990年，境内地方财政支出619576.9万元。其中，经济建设支出占29.55%；文教科学
卫生事业费占33.03%；行政管理费占15.54%；抚恤和社会福利救济费占5.82%；其他支出占16.06%。
