    1941年2月，胶东区行政联合办事处在栖霞成立，主任曹漫之，秘书长王甫。办事处设秘书处、民政科、财政科、教育科、武装科、经建科、北海银行胶东分行、公安局、山东省高级审判处胶东分处。下辖东海专员公署、西海专员公署、北海专员公署和南海行政联合办事处。1942年7月撤销。
