    1938年，日军侵占境内，国民党各级政府相继弃城逃跑。中共胶东特委领导胶东人民进行抗日斗争。同年8月，境内第一个专署级的抗日民主政府北海行政督察专员公署成立(驻黄县)，曹漫之任专员。公署内设民政科、财政科、法院、北海银行、教育科等机构，12月撤销。1939年12月，蓬、黄、掖行政联合办事处成立，曹漫之任主任。1940年4月撤销，同时成立北海行政专员公署，曹漫之任专员。9月东海行政专员公署成立(驻文登)，孙端夫任专员。11月西海行政专员公署成立(驻掖县)，胡亦农任专员。
