    从80年代起，公路交通事业发展速度较快，正常的投资已经适应不了路
桥发展的需要，采取多渠道集资或贷款的形式修建了一些公路桥梁，并以收
取车辆过桥过路费来偿还贷款。过桥过路费为偿还建设投资而征收，征得的
款项除按一定比例留作征收队伍正常支出外，其余用作偿还投资。
