                         第六篇 土地使用制度改革

    土地使用制度改革，是深化经济体制改革的需要。其核心是变土地无偿、无限期
使用为有偿、 有限期使用，变土地使用权不能流动为可以流动。东营市自1989年4月
逐步对农村宅基地、乡(镇)企业用地、城镇国有土地使用等用地制度进行改革。
