                          第一章 引黄济青工程

山东省引黄济青工程是1985年经国务院同意， 国家计委批准兴建。1986年4月动工，
1989年11月25日正式通水。引黄济青工程输水渠流经东营市广饶县。
    1986年4月15日， 山东省引黄济青工程开工典礼大会在胶县桃源河改道工地隆重
举行，东营市副市长张庆黎、市水利局局长刘炜、广饶县水利局局长杨庆德等三人参
加会议。同年5月24日，东营市人民政府成立“山东省引黄济青工程指挥部东营分部”。
    指挥：张庆黎东营市副市长
    副指挥：王锡勋广饶县副县长
刘继尧东营市水利局副局长
    成员由东营市水利局和广饶县水利局抽调技术人员组成。东营市水利局刘继尧、
李昌波参加了东营分部工作。
