                               第二章 抗旱

建国前，农民基本上是靠天吃饭，每遇到大旱之年，其景极惨。建国后虽也有数次大
旱年， 特别是20世纪80~90年代持续10余年的干旱，对农业生产和农民生活造成很大
威胁。由于各级政府连续不断地大搞抗旱工程建设，抗旱减灾的能力明显增强，使灾
情大为减轻，并创造了大旱之年夺丰收的奇迹。
