                                第一章 防汛抗洪

1983年东营市建市前，本区域的防汛工作由惠民地区行署统管；建市后由东营市政府
直接领导防汛工作，逐级成立抗旱防汛指挥机构，贯彻执行“以防为主、防重于抢”
的方针，组织抗灾抢险队伍，做好防汛抗灾。
