    1991年5月15日开始实施的《中华人民共和国残疾人保障法》规定，“每年5
月的第三个星期日，为全国助残日。”（以下简称助残日）从中央到省里的有关
部门，每年都要下发文件对助残日活动作出部署。东营市严格遵照上级的有关要
求，及时下发通知，精心组织，周密部署，围绕活动主题，开展丰富多彩的活动，
宣传残疾人事业，为残疾人排忧解难。东营市的助残日活动从1991年开始已经连
续举办18次。
