    20世纪90年代以来，根据农村基层建设和培养锻炼干部的需要，市委市政府
有计划、成批次地开展下派干部工作。市规划局紧密配合市委党建及各年度中心
任务，自1993年始，先后派出七批党建、帮扶工作队，为建设基层组织，帮助农
村脱贫致富，发展农村经济做出了积极贡献。
