    新中国建立后，在“以农业为基础，以工业为主导”的国民经济发展总
方针的指引下，为了促进农村经济发展，国家在基本建设计划中安排支农资
金投入农业生产，银行和农村信用社投放大量农业贷款扶持农业生产。同时，
国家有计划的积极发展化肥、农药、柴油、薄膜等农用工业，生产农用物资
供应农村。这些农用物资和支农资金投入农业生产，极大的改善了农业生产
条件，提高了农产品产量，推动了农村经济的快速发展。
