    东营市域由广饶、利津、垦利3县全境和博兴、沾化2县划过来的一部分
乡镇组成。建市初，全市划为东营、牛庄、河口3个区，广饶、利津、垦利3
个县，3个镇、55个人民公社，1780个生产大队。1984年撤社改乡。1987年6
月，牛庄区与东营区合并为东营区。2000～2001年，进行乡镇规模调整，共
撤掉16个乡镇。2002年底，东营市辖东营、河口2个区，广饶、利津、垦利3
个县，23个镇（含城关镇）、13个乡、6个街道办事处，1774个村民委员会，
186 4个自然村。
