    全面贯彻国务院《关于进一步加强食品安全工作的决定》，进一步规范了卫
生许可，加强餐饮业和食堂等消费环节监管，以乡镇企业、农村个体工商户为重
点，全面做好职业病危害防治工作。集中开展非法行医、无证行医和非法医疗广
告专项治理，严肃查处医疗机构出租、承包科室等违规行为，维护了医疗市场秩
序。 全市对381家违反《医疗机构管理条例》、《执业医师法》的机构和个人进
行了立案查处， 取缔无证“黑诊所”273家；对36家“出租”、“外包”科室、
18家扩大诊疗科目的医疗机构进行了查处，共计罚款16万元，没收违法所得58万
元，没收医疗器械102件，价值16万余元。
