    市法院进一步加强了立案工作，对立案、催办、督办、审限、结案进行了微
机跟踪管理，全年共审查受理、登记、转办各类案件3358件，送达各类法律文书
1000余份， 收转案卷10000余件次，确保了立案工作的及时高效。建立了立体联
动信访格局，推行了院长担任审判长听证答疑、信访终结等制度，积极稳妥地做
好了上访老户和集体上访工作，全年处理各类信访766件次，接访871人次。认真
落实司法救助制度，依法为862起案件的当事人缓、减、免诉讼费120万元，确保
经济困难的当事人的打得起官司。
