    建国初期，主要是由劳动部门委托企业和部分职业学校，对失业工人和待业青年
进行技术培训。1956年开始兴办技工学校，后一度改办半工半读学校。1981年，青岛
市开始兴办市、区劳动就业训练中心，鼓励企业自行举办训练班，发动各行各业和人
民团体举办短期培训班，市劳动部门还协同教育部门兴办职业中学，协同部队培训军
地两用人才，协同司法部门对劳改、劳教人员进行技术培训，至1986年基本形成了一
个比较系统的就业前培训网络，全面实行了“先培训，后就业”制度。
