    机要通信原属党政机关自办内部通信，1957年划归邮电局经办。同年4月1日起青
岛市邮电局设机要通信科，办理机要通信业务。1970年1月至1973年2月机要通信科曾
归属地方党政机关。经办业务分“文件”、“刊物”2类；按机密性质又划分为绝密、
机密和秘密3种； 按寄达地区分国内互寄、 省内（市内） 互寄。市内互寄业务仅在
1980年至1983年期间经办过，投递范围为市内和崂山县。
