    1861年烟台设东海关后，青岛主要港口从1865年起陆续设立分关或分卡。1899年，
清政府正式在青岛设胶海关，并先后在青岛小港、沧口、女姑口、塔埠头、红石崖、
灵山卫、金家口（金口）等处设胶海关分关、分卡，海关制度日趋完善，在港口管理
中的地位亦日显重要。1949年6月，人民政府接收了胶海关，1950年2月更名为青岛海
关。青岛海关对青岛港口的管理包括进出口船舶监管和进出口货物监管。
