    1989年， 青岛市开始承包经营责任审计。 当年，全市实施承包经营责任审计的
1448个单位中，内审机构负责审计了993个单位，占被审计总数的68.5％。
    1990年，随着内审队伍的不断壮大，整体素质进一步提高，承包经营责任审计的
数量又有了大幅度增长。是年，全市内审机构共承担了1350个单位的承包经营责任审
计，占全市1694个应实施承包经营责任审计单位的79.6％。两年中，内审机构在承包
经营责任审计中，共查出损失浪费金额3825万元，促进增收节支5406万元。
