    俄国领事馆建于1908年4月4日， 由俄国商务副领事主持馆务。1908年10月1日至
1909年9月底，驻青俄国领事馆即为118名欧洲人签署了通过俄国前往欧洲旅行的德国
及其他外国护照。1917年，苏联十月革命胜利后，苏维埃外交委员会宣布取消沙俄政
府一切驻外使领馆，其驻青岛领事馆随之关闭。
