    北洋政府成立初期，试图以征兵代替募兵。因各派军阀拥兵自重，征兵制度无法
推行，故仍沿用募兵制。1922年12月，北洋政府接收青岛后，军阀部队（先为直系，
后为奉系）相继进驻青岛。其兵员的补充皆为招募。1924~1928年，在青岛共招募5个
保安中队， 约500余人。在招募的同时，还采用招抚和收编的办法来扩充兵员。1922
年12月，陆军第五师第十旅（属直系军阀）旅长兼剿办岛匪司令孙宗先部招抚土匪孙
百万部1000余人，并将其改编为胶东游击总队。
