    1915年, 北洋政府公布《工商业同业公会组织法》。当时,青岛被日本侵占,未成
立同业公会, 少数行业成立组合。1922年收回青岛后同业公会开始成立。1928年有26
个公会,会员1 103户。1937年有34个公会。1948年有80个公会,会员9 416户。1949年
商会、工业会分立,商业公会有56个,会员5 762户。
