    1948年以前，济南市区的桥梁多为木桥或砖石拱桥，因年久失修，许多桥梁存有
隐患。建国后，人民政府对原砖木结构的桥涵原则上不进行维修养护，待其不能使用
时由建设单位改建或扩建为永久性桥涵。对永久性和半永久性结构的桥涵，是按年度
养护计划进行小修维护。1970~1985年间，共养护各类桥涵517座次。
