    1985年10月，致公党中央鉴于山东是经济大省，济南是省会城市和历史文化名城
，归侨、侨眷在长江以北的省、市中人数最多，决定在济南建立地方组织。12月7日
，致公党中央组织部派员到济南召集济南归侨、侨眷中的部分高、中级知识分子举行
座谈会，介绍致公党的情况，征求发展党员、建立组织的意见，12月6日，吸收党员
6名。1986年1月5日，致公党济南市筹备小组成立，指定郑承荣任组长。
