    清代,各县无民政管理机构,民政事宜由知县掌管。民国时期,各县民政事宜由县
政府第一科负责。1929年以后，各县成立民政科。
    解放后各县设民政科,各区设民政股,负责辖区内的民政事宜。1952年，各区民政
股改称民政调解股,1965年9月改为民政科。1958年，各县民政科改为民政局。1968年
，各县、区均撤销民政局、科,由县、区革委内务组负责民政工作。1971～1972年，
各县先后恢复民政局,1976年，各区复设民政科。1984年，各区先后成立民政局。解
放后至1985年，各县所辖乡镇(公社)、街道均设有专职民政助理员。
