    建国前夕，济南市林木稀少且多呈零星分布，病虫害发生不明显。50年代后，成
片森林大量形成，并且所造林分多是纯林，致使病虫害大量发生和蔓延，加上造林种
苗检疫不严，森林保护机构不健全等原因，自60年代后济南市森林病虫害逐渐严重，
有的地方酿成暴发性灾害。
