    1977年9月，国务院环境保护领导小组和国家建委在北京召开了防治渤海、 黄
海污染会议，确立了“两三年内取得显著成效，5年内基本消除污染”的奋头目标。
沿海省市采取各种措施，以防为主、防治结合，到1982年底，渤、黄海水质已有所
改善，海水中的油、汞、镉、铬、六六六等的含量基本达到国家海水水质标准。
