    1972年起，各有关环境保护部门、主管部门、海洋水产部门，以及有关大专院
校和科研机构开展了海洋环境污染调查研究和监视监测，对舰船的排污监督和港区
水域的监视也进行了大量的工作。1982年通过的《海洋环境保护法》，对海洋污染
的调查研究监视监测作了明文规定，促进了海洋污染调查和监视监测工作的开展。
