    1955年，中共中央根据中苏会谈协议，从山东、河南两省动员1000名青壮年赴
苏参加建设。1956年春，成立山东省出国工人动员委员会及办事机构，动员对象为
居住在农村的男性公民，年龄18～35岁，自愿去苏的青壮年农民和复员军人。1956
年8月，从益都、临朐两县各动员300人赴苏。1959年协议期满，赴苏工人陆续回国。
除先期回国的一小部分由省分配工作外，其余全部回原籍安置。
