　　劳动人口是人口经济活动的主体，是总人口中最重要的组成部分。新中国建立
前，山东劳动人口占总人口的比重在50％左右。由于就业人口多限于男性，女性极
少就业，致使在业人口占劳动人口的比重较小。同时，由于中国社会以农为本，绝
大部分在业人口从事农业生产，手工业、商业，特别是大工业劳动者数量较少。加
之文化落后，经济不发达，广大农民和城镇劳动者没有或缺乏接受文化教育的机会，
在业人口文化水平低下。
　　新中国建立后，劳动人口的状况发生了根本变化。
