    1958-1962年，是黑龙江省提倡节制生育时期。党和政府提出节制生育、 计划
生育，但基本精神和要求还是节制生育，因此全省人口增长还是处于无计划状态，
与“一五”时期相比，人口出生率与自然增长率曾一度下降，特别是1961年下降幅
度很大，出生率为27.26‰，自然增长率为16.13‰，为 1953 年以来的最低水平。
1962年末总人口为1893万人，比1957年增加445万人，5年内人口平均出生率为 31.
77‰，自然增长率为21.33‰，年平均增长89万人，增长速度为5.2％。
