　　为保证计划生育事业的发展，山东省投入了大量的财力和物力。全省计划生育
投资来源主要有：①国家财政预算内事业经费和基本建设资金，1980年以前由国家
财政预算直接划拨，1980年财政体制改为“分灶吃饭”后，由地方财政划拨，国家
予以补助；②国家调拨避孕药具及其他器械、设备；③乡镇、村的集体收入；④机
关、团体和事业单位的事业经费投入；⑤工厂企业自筹。1980年开始征收超生子女
费，全部用于计划生育事业。
