    １９８１年４月至６月，新华书店总店在泰安进行图书二级分发试点，结
果表明，不仅提高了发运速度，而且提高了发运质量。１９８２年５月，新华
书店总店又在泰安召开全国图书二级分发座谈会，决定在新华书店系统进一步
推行二级分发试点经验。到１９８４年７月，山东已先后在泰安、济宁、德州
、青岛、烟台、潍坊、淄博、济南（省店）建立了二级分发店。
