    １９４２年１月在济南创刊，由伪山东省公署民政厅主办发
行，伪山东自治研究会编辑，出至１卷１２期停刊。
    该刊称其宗旨是：“促进地方自治早日完成，再由自治进为专治，由专治
进为道治，纳斯民於轨物之中，同享王道乐土的幸福。”主要刊载与所谓的自
治、自卫、保甲、农村产业、农村教育等有关的论文。
