    新中国建立初期，省内气象台站隶属于军事部门建制，人事工作由华东军
区司令部气象处管理。１９５２年１２月以后，改由山东军区司令部气象科管
理。１９５３年１０月以后，省内气象部门转归省人民政府建制，实行气象部
门与当地政府双重领导。在以省气象科（局）领导为主时期，人事工作由省气
象科（局）管理；在以当地政府领导为主时期，人事工作由当地政府管理。
