    新中国成立之初，各地文化管理机构与教育机构合署办公，属文教局的文化科。
1955年6月7日，国务院发出《关于建立专署和县文化科的通知》后，全省各专署、
市、县(市)开始筹建文化科(局)。至1956年5月，已有济南、青岛、烟台3市和惠民、
莱阳、聊城、泰安4个专署以及78个县(市)建立了文化科(局)， 从而在全省范围逐
步实行了文化教育分科，专署、 市一级开始有了独立的管理文化工作的机构。 至
1990年，全省各级文化管理机构达到144个，496人。其中除省文化厅外，市地一级
文化局有16个，85人；县(市)级文化局99个，337人；省辖、市辖区文化局28 个，
74人。
