    晚清、民国时期，在办案程序方面没有专门的立法，对案件的管辖权、处理权
以及复议上诉等程序性的规定，都包含于实体法之中；新中国建立后，随着查处经
济违法违章案件的法制化、规范化，办案程序受到重视。山东制定了一系列程序法
规，办案程序逐步得到完善，对准确、及时地查处经济违法案件，起到了重要作用。
