　　1938年3月5日，伪山东省公署成立(1943年8月改称“山东省政府”)，下设四
厅，工商业有关事项由建设厅管理。建设厅设厅长一人，秘书二至四人，厅内设科，
各科设科长一人，科员、办事员多人，厅内根据需要设置技正、技工、督察、督学
及视察员多人。到1942年5月底，建设厅人员多达215人。1945年8月15日，日本投
降后，伪山东省政府解体。9月22日，建设厅由国民党山东省政府接收。在伪政府
统治期间，先后任建设厅长的有三人：庄维屏(1938年3月-1945年2月)、户学庠(
1945年2月-7月)、郑浚(1945年7月-8月)。
