　　1958年以前，全省回收的废金属，除部分经挑选直接用于农业生产和手工业产品
外，大部分交国家冶金部门利用，省内无其他加工利用项目。1958年“大跃进”时期
，回收的废钢铁开始用于省内钢铁生产。1958年8月，中共山东省委成立钢铁办公室
后，确定全省各地回收的废钢铁，一律不得自行动用，迅速集中铁路沿线，准备调用
。各地动用废钢铁，必须报经省委钢铁办公室批准。1958年以后，全省废金属加工利
用工作逐步开展起来。
