　　以水面为主体，以周边陆地为依托，在确保防洪、行洪，综合利用湖泊水资源
的前提下，重点发展水产品生产，相应发展农、林、牧、副和工、商、运各业，逐
步将南四湖建设成为山东省、华北地区淡水鱼生产、加工基地，鲁西南水运枢纽和
旅游胜地。本世纪末，工农业总产值达到10亿元，其中工业总产值6.75亿元，农业
总产值3.25亿元，水产品总产量7万吨。
