        〖概述〗〖1966-1970〗
    第三个五年计划的起止时间原本设想为1963年至1967年。由于第二个五年计划
期间国民经济发生严重困难，从1961年至1965年进行经济调整，所以，第三个五年
计划实际上从1966年开始，至1970年结束。这一期间，正值“文化大革命”前期，
社会动乱，经济管理混乱，经济发展受到严重影响。在这种情况下，计划工作不能
正常进行，第三个五年计划的编制和执行都受到了严重的影响。
