代和民国初年，主要是由政府管理，同业公会也有部分管理职能。南京国民政府时
期，逐渐转移到中央银行管理。中华人民共和国成立后，人民银行同时行使业务经
营和行政管理两大职能。体制改革以来，金融行政管理是人民银行的主要职能。
