    中华人民共和国成立后，财政机关授权银行办理的拨款业务，主要有基本建设
拨款、地质勘探拨款、更新改造拨款、农业拨款和其他拨款。预算外资金用于基本
建设的投资，也通过银行拨付。办理拨款业务的银行，先后有交通银行和建设银行，
人民银行和农业银行也办理过部分拨款。
