    山东的信用合作组织，起始于20世纪20年代。最早出现的，是日本侨民在青岛、
济南等城市建立的各种信用组合、金融组合。1929年起，山东省政府在农村推行信
用合作。抗日战争时期的日伪统治区和抗日根据地，抗日战争胜利以后的国民党统
治区和解放区，都建立过一批信用合作组织。但农村信用合作组织的普及、巩固和
持续发展，则是在中华人民共和国成立以后；城市信用合作组织作为非银行金融机
构加以发展，更是在1986年以后。
