    1938年3月伪山东省公署成立后，设立伪山东省审计委员会。1941 年伪山东省
公署公布《山东省暂行会计规程施行细则》规定：本省地方各机关每月收支款项，
应编列书表交审计委员会审查，如发现支出数目以少报多，收入数目以多报少，或
涂改票照捏造单据，予以惩处。
