    清末，各地征收钱粮，都按“旧管、新收、开除、实在”四柱式的会计记帐方
法详明造册，岁终上报奏销。各府州县造具细数清册上报布政司，布政司汇总后交
巡抚加印上报户部。布政司对全省财政收支汇总工作，设有幕员具体办理。1908年
(光绪三十四年)山东布政司内始设幕友一席，总揽各项奏销及交代事宜。
