    韩复榘任山东省政府主席时期，创立所谓“独立的经济体系”，每年都动支预
备费，动支后列各该经费支出。到抗日战争时期，山东省政府将动支的预备费直接
在预备费中列支，作为其他支出。1938～1945年共动支预备费法币34670997元，年
均4333875元。1946年实支232836208元。1947年1月1日至11月15日实支1124982086
元。另外，1946年上半年追加经费保留数和未分数134586540元， 也已动支列其他
支出。
