    北京政府统治后期，将债务费从财政费内划出称归还借入金，列入其他支出。
1925年度实支银元11503185元。同年借给胶澳商埠局5万元，已列支出。1926年7月
至11月，实支归还借款4079996元。国民党山东省政府建立后，1932 年摊还新旧案
军事借款及摊还新旧银行、银号借款35799元，1934～1936年又支出3310092元。
