    北京政府统治时期，赈灾救济、慈善、抚恤各费包括在内务、实业、军务各费
中。1933年抚恤费支出单列。抗日战争爆发后，又将赈灾救济费单列。1933～1936
年实支银元27296元，年均6824元，占财政总支出的0.03％。1938～1945 年实支法
币3986490元，年均498311元，占财政总支出的0.34％。1946年实支法币114329434
元，占财政总支出的0.51％。1947年1月1日至11月15日实支717454237元，占0. 65
％。
