    1978年6月国务院规定，凡在1976年6月2日以后离退休的人员， 除异地安置的
退休人员外，其一切费用仍由原单位开支，行政支出中开始有离退休人员经费支出，
其支出列职工福利费，无单独统计。1982年单独列支，当年实际开支 1919 万元。
1985年达到5292万元，占个人经费的19.37％。
